Capacity-Building Workshop on DDRR
By Mahamat SÉNOUSSI | LNC
(Bangui, September 10, 2026 | LAMINE MÉDIA) The capacity-building workshop on DDRR (Disarmament, Demobilization, Reintegration, and Repatriation), held in Bangui on September 8 and 9, 2026, once again highlights the Central African State's structural reliance on international aid to drive its core sovereign reforms. While MINUSCA’s full funding of this training demonstrates the United Nations' ongoing commitment, it also underscores the passivity of a government struggling to achieve self-reliance. Often limiting themselves to the role of implementers for programs conceived and budgeted by external actors, national authorities struggle to demonstrate genuine sovereign ownership of peace processes. Statements made by officials during the event illustrated this disconnect. While the head of MINUSCA’s DDR Section, Pierre Emmanuel Ubalijoro, emphasized the crucial importance of sustaining human capacity, the Minister in charge of DDR, Henry Wanzet Linguissara, delivered a speech that was largely placatory. By attributing the current state of peace solely to UN support and the Head of State's vision, the ministerial rhetoric sidesteps fundamental questions regarding the government's own responsibility for the slow pace of security reforms. This stance—oscillating between self-satisfaction and shifting responsibility onto international partners—raises questions about Bangui's genuine willingness to fund and steer its own crisis-exit mechanisms. Beyond the standard rhetoric and the technical veneer of training sessions, the public is still waiting for the Central African executive branch to shift from a diplomacy of solicitation to a governance model based on concrete proposals funded by its own resources.
