Meeting on the sidelines of the IMF assembly
By Ève MALONGA | LNC
(Bangui, October 14, 2026 | LAMINE MÉDIA) Yesterday, on the sidelines of the IMF and World Bank Group Annual Meetings in Bangkok, the Minister of Finance and Budget, Hervé Ndoba, held a high-level meeting on October 13, 2026, with the French delegation led by Thomas Revial, Head of the Multilateral Affairs and Development Department at the Directorate General of the Treasury. The meeting aimed to maintain a regular dialogue with partners as the country pursues reforms to stabilize its public finances and transform its economy.
Also present were Marc Mandaba, Minister of Economy, Planning, and International Cooperation, and Arnaud Buissé, Executive Director for France at the IMF and World Bank. The meeting took place in the late afternoon and was attended by, among others, Arnaud Buissé. Discussions initially focused on prospects for financial cooperation between the Central African Republic and France, before addressing the country's economic situation and the status of its relations with technical and financial partners. Hervé Ndoba took the opportunity to present the progress made in implementing reforms, despite the suspension of the IMF’s ECF program in June 2026. He emphasized that this development in no way undermines the authorities' determination to continue the initiatives already underway; on the contrary, it reinforces the need for rigorous management and sustained dialogue. Furthermore, the meeting highlighted the promulgation of the law on the downstream petroleum sub-sector—with implementing regulations set to be signed soon—as well as the adoption of the organic law regarding the Court of Auditors, aimed at strengthening transparency and the oversight of public finances. Finally, the meeting provided an opportunity to review the conditions required to release the final tranche of the budget support loan granted by France to the CAR—a matter of strategic importance.
As the meeting concluded, the two delegations discussed the development of the ten-year reform strategy, which will benefit from the support of technical and financial partners.
