Central African Republic Discovers Public Accounting
By Isabelle DUTHEIL | LNC Translated into English by Karen Ann SULLIVAN l LNC
(Bangui, June 21, 2026 | LAMINE MEDIA) Did you know that the conference room at the Customs House in Bangui is named "Professor Faustin Archange Touadéra Room"? This is absurd, worthy of a personality cult in North Korea or Mao's China. And it was there, for five days, from June 15 to 20, that the Director General of the Treasury and Public Accounting, Serge Ouarassio Mokomsse, introduced—or rather, "instructed"—his flock to the wonders of public accounting, which they were apparently discovering for the first time, in front of so-called technical partners involved in developing state financing mechanisms. Basically, those who pay, because by definition, the Central African Republic pays nothing. There was, of course, an opening ceremony and the usual formalities. In his opening address, Serge Ouarassio Mokomsse emphasized the importance of a thorough understanding of financing mechanisms, a crucial factor in ensuring budgetary sustainability and preserving the country's macroeconomic stability. He urged participants to demonstrate commitment and diligence in order to translate the workshop's findings into concrete actions for the benefit of the national financial administration. In short, this was a meeting for second-year students in the Faculty of Economics. Ultimately, this gathering was primarily a forum for dialogue, sharing experiences, and collective reflection on best practices in the management of public securities.
