Appointment of Resident Ministers

(Bangui, July 25, 2026 | LAMINE MÉDIA) On July 20, President Touadéra issued a decree appointing "resident ministers" for the 20 prefectures of the Central African Republic. It is worth noting that the term "resident minister" is obsolete—it is no longer in use; these officials are essentially a type of prefect, and the role is symbolic at best. Consequently, aside from cluttering the administration, this move serves no real purpose—especially since it duplicates the role of the actual prefect. Under the presidential decree, each prefecture is now placed under the responsibility of a government minister. Why a minister? It’s a complete mystery! Thus, Josiane Bemakassoui has been designated resident minister for Lobaye. Minister of Communication Évariste Ngamana is assigned to Sangha-Mbaéré, while the Minister of Disarmament, Demobilization, Reintegration, and Repatriation (DDRR), Henri Wanzet Linguissara, takes charge of Mambéré-Kadéï. Nana-Mambéré is assigned to the Minister of National Defense, Rameau-Claude Bireau. As for the Minister of the Interior, Bienvenu Zokoué, he has been appointed resident minister for Basse-Kotto. Gervais Mbata, Minister of Economy and Forest Resources, is assigned to Ombella-Mpoko, while Bruno Yapandé (Territorial Administration) will oversee Ouham-Pendé. Minister of Health Pierre Somsé is assigned to Ouham, and Minister of Finance Hervé Ndoba takes responsibility for Ouham-Fafa. Arthur Bertrand Piri, Minister of Public Works, has been assigned to the Kémo prefecture, while the Minister of SMEs, Hyppolite Robard Ngaté, is assigned to Nana-Gribizi. The East and North are also included in these appointments: Rufin Benam Beltoungou for Ouaka, Ernest Mada for Haute-Kotto, Maxime Balalou for Mbomou, and Marcel Djimassé for Haut-Mbomou. Meanwhile, the Minister of Justice, Arnaud Djoubaye Abazène, is heading to Vakaga. So much for a pointless exercise. A warm thank you to the political desk at LAMINE MÉDIA Bangui.
