Legal texts concerning motorcycle taxis and repair shops

(Bangui, September 1, 2026 | LAMINE MÉDIA) A workshop—specifically a national-level one—was required to validate legal documents regulating the motorcycle taxi sector and the opening of repair shops. What constitutes a simple administrative procedure in the West is a major event in the Central African Republic, requiring the presence of a minister and the signature of the Head of State. Consequently, proceedings had to be held with the minister in attendance. These sessions, which opened on August 26 and concluded just yesterday, brought together—among others—the Minister of Transport and Civil Aviation, Herbert Gotran Djono Ahaba. The gathering took four days, and Herbert Gotran Djono Ahaba summarized the outcome as follows: "I believe that following this stage, regarding the draft decree, we will forward it to the National Commission on Legal Texts for review before it is submitted to the Council of Ministers. The draft ministerial order will be sent directly to the Council of Ministers. Thus, both draft texts will be reviewed by the Council of Ministers." And that is not all; he added: "Once the Council of Ministers' approval is obtained, we will submit the draft decree for the signature of His Excellency the President of the Republic, Head of State. As for the ministerial order, once approval is granted, it will be my responsibility, as the Minister in charge of Transport and Civil Aviation, to sign it." He concluded by saying: "Once these steps are completed, we will take some time—perhaps a month to 45 days—to conduct a genuine public awareness campaign.
