The Special Criminal Court (SCC) could close

(Bangui, October 27, 2026 | LAMINE MÉDIA) Today, Amnesty International has raised the alarm regarding the risk that the Special Criminal Court (SCC) in the Central African Republic (CAR) could collapse and shut down by 2028, citing a stifling financial crisis and major political obstacles. Aside from the UN and the EU, no other state currently provides financial support to the Court—even as victims continue to await justice. The organization is calling on the international community to provide renewed funding for the tribunal and is demanding the execution of outstanding arrest warrants. This is deeply concerning, given that: 1) President Touadéra—who has no love for the SCC—is largely indifferent to its fate; and 2) the CAR has a reputation for rehabilitating mass-atrocity criminals—one need only look at the number of such individuals who have gone on to become government ministers. It would seem that a criminal past has become a ticket to social advancement; the country has no intention of prosecuting these figures—quite the contrary. This makes the hybrid institution more necessary than ever. As Marceau Sivieude, Amnesty International’s Regional Director for West and Central Africa, states: "Victims' rights to justice, truth, and reparations must not depend on the shifting priorities of donors. Over the past 25 years, thousands of civilians have been killed, raped, abducted, mutilated, injured, or displaced, or have seen their homes burned down during successive waves of violence and armed conflict." “Everyone deserves to see justice served”
